WINDOWS 12.10.TC9 RUNNING ONSMSYNC AS ADMINISTRATOR FAILS TO BUILD IXBAR FILE WITH PERMISSION DENIED

| Problem description: |
When you run any onsmsync command as Administrator in Windows
the ixbar file will fail to be accessed with Permission denied.
You will see the same behavior with 'onsmsync -b' but here is
bar_act/debug output from running onsmsync -g 1:
