DEFRAGMENT TASK FAILS WITH ISAM ERROR 21538 WHEN DEFRAGMENTER CLEANER THREAD DOES NOT RUN AT STARTUP

| Problem description: |
The sysadmin task to defragment a table or partition will wait
for a period of time before failing with ISAM error 21538 if the
defragmenter cleaner thread is not run when IDS is started. One
way for this to occur is when an external restore is used with
no logical recovery.
An example of running the task and error received:

One workaround is to restart the instance whereupon these
