UPDATE STATISTICS MEDIUM USING PDQPRIORITY ON TABLE USING FRAGMENT LEVEL STATISTICS GENERATES ASSERTION FAILURE

| Problem description: |
When running update statistics medium and it runs for a table
using fragment level statistics (so has to be fragmented) and
using PDQPRIORITY, the server will assert fail and the thread
will not report the entire stack. The stack traces in the af
file will look something like this:
