THE -encrypt OPTION USED BY ONTAPE SHOULD BE POSITION INDEPENDENT IN COMBINATION WITH -t STDIO

The -encrypt option to ontape is position dependent.
For example:
"ontape -p -encrypt -t STDIO" works
while "ontape -p -t STDIO -encrypt" fails with the error below:
External restore failed.
The external backup for the root chunk (chunk number 1) is not
valid.
