QUERY WITH ANSI JOIN AND ANSI OUTER JOIN MAY FAIL IN EVALCOLS / RDATAVALSMINT

| Problem description: |
When running a certain query using Ansi Joins and Ansi Outer
Joins with a setting of onmode -wm SQL_FEAT_CTRL2=0 to disable
the setting of 0x4 and a query that looks like this :
