POTENTIAL FOR MEMORY CORRUPTION AND INSTANCE FAILURE WHEN ENABLING STMT_CACHE_QUERY_PLAN

| Problem description: |
Enabling STMT_CACHE_QUERY_PLAN can result in the instance assert
failing after which the instance may become unresponsive.
The following reproduces the problem:
create table tab1
(col1 serial, col2 datetime year to second default current year
to second) lock mode row;
create unique index tab1_idx1 on tab1 (col1);
create index tab1_idx2 on tab1 (col2);
set explain on;
select max(col1) from tab1 where col2 + 500 UNITS SECOND <
