Infiniband adapter has hardware malfunction while DB2 instance is stopped, subsequent db2start will encounter SQL1517N. |

| Problem description: |
The cluster has already been stopped. If at this point the
InfiniBand adapter of one of the members fail, db2start will
fail with SQL1517N.
