DB2 - Problem description

QUERY ON SYSIBMADM.DBMCFG DOES NOT SHOW "-" WHEN PARAMETER HAS
NULL VALUE

Problem description:
When a configuration parameter is NULL the value should show as 
"-" otherwise can not distinguish between a NULL and a empty 
string: 
In some platforms a NULL value will not show as "-"
