In a pureScale environment, locktimeouts can occur in certain
cases due to kernel
parallelism being turn on. This is due to a regression from a
previous defect.
The IPC/TCP IP listner will look like the following:

sqlz_krcbp->pAppServices->CreateAppl()
Allocate sqeApplication
