DB2 - Problem description

OCINUMBERTOTEXT AND OCINUMBERFROMTEXT RETURN INCORRECT VALUE WHEN THE
FORMAT STRING IS 99999999999999.9999

Problem description:
Both OCINumberToText and OCINumberFromText return incorrect 
values when the format string is 99999999999999.9999. The 
problem has been occurring since DB2CI shipped which was DB2 
V9.7 FP1.
