In XA environment with onephase commit optimized transactions, low numbers
of commits reported

Problem description:
In XA environment with onephase commit optimized transactions, 
low numbers of commits reported ,  like total_app_commits and 
int_commits in mon_get_workload. As well under some conditions 
transaction ROLLBACK may get double counted. Tools like Optim 
Performance Manager may report low numbers for performance 
counter like total_app_commits when queries are running in one 
phase optimized transaction XA environment.
