USING THE ADVISOR OR EXPLAIN IN DPF ENVIRONMENTS

Problem description:
The virtual database partitioning specified in the 
ADVISE_PARTITION table may not be considered when using the 
EVALUATE PARTITIONINGS explain mode or the design advisor 
partitioning mode.
