ONSPACES FAILS WHEN ADDING CHUNK OR CREATING DBSPACE ON BLOCK SPECIAL

Problem description:
Onspaces fails when adding chunk or creating dbspace on a block 
special device. We have seen this issue happening only on 
12.10.FC4X2. Onspaces works fine on 12.10FC3, FC2, FC1 with both 
character special device and block special device.
