THREAD SUSPENSION NOT CORRECTLY ABORTING SERVER IF THREAD IS REPORTED AS BEING NOT ABLE TO BE SUSPENDED | |

| Problem description: | |
In 12.10.xC3 and later, default behavior for an asserting thread
is to check to see if the thread can be suspended, rather then
abort the server. However, there are conditions where we can
not suspend the thread, and if that is the case, the server
should then abort and be brought off-line.
This is not working, so you see assertions like this where it
reports the server should abort, but the server does NOT abort.
Example:
