Problem description:
Walking sysonlinelog SMI view on server message log (or probably
also sysbaract_log), or simply 'polling' the table for new
content, using a cursor that would be reopened over and over,
declared only once, or re-declared even, on a statement prepared
only once, will leak one file handle with each cursor reopen.
