CLI ACCESS VIOLATION ON SQLFETCH() WHEN SQL_ATTR_ROW_ARRAY_SIZE > 1

Problem description:
An access violation will occur on SQLFetch() when 
SQL_ATTR_ROW_ARRAY_SIZE > 1 is used. 
 
An example error you may see on Windows is 
<Program name> has encountered a problem and needs to close.
