UNNECESSARY TABLE TRUNCATION ON COMMIT/ROLLBACK CAN IMPACT PERFORMANCE

Problem description:
In an application that has declared global temporary tables, a 
commit or rollback can initiate the truncation of an internal 
temporary table.   This can negatively impact performance
