ACTIVATE DB DURING OFFLINE BACKUP SHOULD FAIL |

| Problem description: |
When a database is activated an offline backup fails. The
opposite should also be true. That is, it should not be possible
to activate a database while an offline backup is in progress
since the backup requires an exclusive connection. |
