db2pd and db2pdcfg commands terminate abnormally when db2audit is enabled on Windows platform |

| Problem description: |
When db2audit is enabled with category checking, db2pd and
db2pdcfg commands terminate abnormally on Windows platform.
Here is a repro step:
db2audit configure scope checking status failure
db2audit start
db2start
db2pd -
>>> abnormally terminate |
