Problem description:
You may receive SQL1822N "ORACLE_HOME variable setting is 
invalid" when OCIEnvInit failed due to configuration error. The 
corresponding Oracle error should be got from OCIErrorGet.

Problem was fistly fixed in Version 10.1, FixPak 3. This 
fix should be applied on the federation Server.
