2 MINOR MEMORY LEAKS WHEN CONNECTING USING CLI.

Problem description:
The Memory leak can be reproduced using the sample CLI program 
(SAMPLES/CLI/DBCONN.C) 
 
Connections create memory leaks of 2 types of objects in the 
following places:

  [3] rccConfig::getGlobalParamList()
