2 MINOR MEMORY LEAKS WHEN CONNECTING USING CLI. |

| Problem description: |
The Memory leak can be reproduced using the sample CLI program
(SAMPLES/CLI/DBCONN.C)
Connections create memory leaks of 2 types of objects in the
following places:
[1] operator new(unsigned long)
[2] operator new(unsigned long,const std::nothrow_t&)
[3] rccConfig::getGlobalParamList()
[4] sqleUCProcessRCC(db2UCconHandle*,sqleCltAppData*)
[5] sqleUCappConnect()
[6]
CLI_sqlConnect(CLI_CONNECTINFO*,sqlca*,CLI_ERRORHEADERINFO*)
