SYSPROC.SNAP_GET_DYN_SQL_V95 MAY SOMETIMES FAILS WITH ERROR SQL0430N

Problem description:
The function: SYSPROC.SNAP_GET_DYN_SQL_V95 may fail with the 
error SQL0430N : 
 
$ db2 "select * from table(snap_get_dyn_sql_v95('',-1)) as 
snap_get_dyn_sql_v95" 
 
or 
 
$ db2 "export to SYSIBMADM.SNAPDYN_SQL_20120528_1.ixf of ixf 
select * from SYSIBMADM.SNAPDYN_SQL 
 
Returns : 
 
SQL0430N  User defined function "SYSPROC.SNAP_GET_DYN_SQL_V95" 
(specific name "SNAP_GET_DYN_SQL_V95") has abnormally 
terminated.  SQLSTATE=38503
