DB2ATS MAY BE REMAINED, IF DBMS_JOB.CHANGE WAS EXECUTED.

Problem description:
DB2ATS may be remained, if DBMS_JOB.CHANGE was executed. 
 
Usually, DB2ATS was not remained, after DB2ATS was finished. 
However, if dbms_job.change was executed, DB2ATS may be 
remained.
