FEDERATION SERVER MAY CRASH WHEN FORCING APP ON COOR NODE FROM NONE-COOR

Problem description:
When forcing an application running on coordinator node in a 
DPF(Database Partitioning Feature) server, DB2 server may get 
crashed with following stack:

The problem may also happen with fenced wrappers. With fenced 
wrapper, federated FMP process will terminate abnormally.
