| Problem description: |
The db2pd with db scope options may return blanks only on
specific Windows machines.
The db2diag.log reports db2pd fails to create the debugging
service like as below:

This problem can come up only on the slow or overloaded machines
because it's caused by a timing issue on deleting the debugging
