THE REORG TABLE COMMAND THROUGH ADMIN_CMD() COULD FAIL WITH SQL2203N. |

| Problem description: |
The reorg table command executed by SYSPROC.ADMIN_CMD() function
could fail with the SQL2203N error if the following conditions
are met.
- The table name contains MBCS characters.
- The client or CLP runs under the codepage different from the
database codapage. |
