With DB2 registry variable DB2_RESOURCE_POLICY=AUTOMATIC, DB2
function "sqlbGetMemBindingForPool" could consume high Usr CPU
and cause performance degradation. |

| Local Fix: |
Turn off the registry variable DB2_RESOURCE_POLICY by "db2set
DB2_RESOURCE_POLICY=" command. But please note turning off
DB2_RESOURCE_POLICY could result in other performance issues. |

| Workaround |
Turn off the registry variable DB2_RESOURCE_POLICY by "db2set
DB2_RESOURCE_POLICY=" command. Note that turning off
