CONNECTION.ISVALID(INT TIMEOUT) API DOES NOT WORK EXPECTEDLY

Problem description:
Connection.IsValid (int timeout) API can fail due to a 
NullPointerException. In other cases, it may not correctly 
return control to the calling application within the specified 
timeout.
