SQLERRD REPORTS -1 AT SQLCA UNEXPECTEDLY UNDER CODE CONVERSION |

Problem Reproducible steps:
1. Set client/application codepage to 1386
$ db2set DB2CODEPAGE=1386
2. Connect to a database in UTF-8 and get returned SQLCA
$ db2 -a "connect to utf8"
==>> will report -1 at sqlerrd (2) as below:
