upgrade database command failed with SQL0206N |

| Problem description: |
Upgrading from V9.5 to V9.7 may fail with SQL0206N when the
error(sql0206N) by the 'db2 upgrade db <db name>' command.
They execute db2iupgrade is completed without a problem.
But the execute 'db2 upgrade db <db name>' is following error
occurred.

SQL0206N "C.DATAMODEL" is not valid in the context where it is
used.
