On HADR standby, if a partial log needs to be reused, then
transactions on primary are blocked longer than normal.
These transactions on primary are blocked in "Commit Active"
state until the log extention finishes. |

First fixed in DB2 Version 9.7, Fixpack 4.
With the fix, slowness will not happen when standby is reusing a
partial log file. |
