Users with SYSMON or SECADM authority are able to connect to a
quiesced database. Only users with SYSADM, SYSCTRL, SYSMAINT or
DBADM authority, or who have explicitly been granted the
privilege, are supposed to be able to connect to a quiesced
database. |
