DB2 FOR LUW / DB2FORLUW / 970 - DB2

APAR IC73485 provided an alternate floating point to decimal 
conversion that took a truncation approach instead of rounding. 
A problem has been identified in that alternate approach that 
gives an imprecise conversion. This defect will further correct 
this truncation approach to give a more precise conversion.

to enable this alternate mode for converting floating point 
types to DECIMAL.
