DB2 FOR LUW / DB2FORLUW / 970 - DB2

During database activation background agents & db2stmm may not 
get started.  This can lead to various issues including increase 
memory 
utilization. 
 
The problem it timing dependent and occurs when rollforward or 
crash recovery is in progress in one connection, whilst another 
another session is starting a regular connection 
and waits until the crash or rollforward recovery completes. 
 
You can check if db2stmm is running using the following: 
    db2pd -edu | grep db2stmm | grep <database> 
 
The following agents may be impacted by this depending on the 
configuration: 
Self Tuning Memory (db2stmm) 
ABP (db2taskd) 
fast writer (db2fwX)

WORKAROUND: 
 
- deactivate database/activate database 
or 
- restart the instance
