For a non-default DB_LOCALE database the daily purge_table
scheduler task, to take care of rolling window table limits, can
fail unsetting alter mode on a replicated rolling window table.
The reason is a DB_LOCALE mismatch error -23197.
In addition a "Freeing transaction entry that still holds
locks!" would be issued shortly after:
