PANIC IN SQLO_XLATCH::RELEASE CONFLICT WHEN UNLOCKING AN UNLATCHED LOCK

Problembeschreibung:
In a federated server utilizing two-phase-commits and LOCK 
SNAPSHOTS, it is possible for the engine to panic in SQLO_XLATCH 
with a probe(in db2diag.log) indicating release conflict when 
unlocking an unlatched lock.

This panic can be avoided by turning off FEDERATED processing

DB2 Version 10.5 Fix Pack 9 for Linux, UNIX, and Windows

First Fixed in DB2 LUW v10.5 Fixpack 4.
