IBM CSDK / 5724C2381 / 410 - CSDK 4.10

For normal connections, users can control how long the client 
will attempt to get a connection using the environment variables 
INFORMIXCONTIME and INFORMIXCONRETRY. 
For failover connections (e.g: HDR) we try to connect to each of 
the servers in the group at least 3 times. 
 
There should be a way to allow users to configure this number of 
attempts.
