TRUNCATE TABLE WHILE CLIENTS CONTINUALLY INSERT CAN CAUSE ASSERTION FAILURE

This problem was originally seen on AIX 11.50.FC5WM5.  It also 
reproduced the failure on AIX 12.10.FC4W1.
