DB2 FOR LUW / DB2FORLUW / 970 - DB2

New functionality for client affinities to skip connection 
attempts to servers which are already down.  This will reduce 
client re-route time since no attempts will be made to servers 
which we know are already unavailable. 
 
This fix affects non-JDBC applications.  Alternate Groups cannot 
be used as LOCAL FIX for this release since it will return 
-30081 when the last active alternate group has been exhausted.
