You may observe many duplicate entries for a function of the 
same name called in different databases in the routine 
resolution cache, for example: 
 
Routine Resolution Cache:

You will note that almost all entries are having a 1 in the drop 
column indicating that they are essentially marked as dropped 
but do not get deleted from the list. 
 
This situation will not be static and the number of entries can 
fluctuate, however, it seems not to decrease back to the 
expected low number without a restart of the instance. 
 
This can also lead to a contention of the RR_ID mutex as 
observed via onstat -g wmx for example:
