EXECUTING BEGIN WORK WITHOUT REPLICATION DOES NOT WORK WITH JDBC

Problem description:
When using Informix Enterprise Replication, executing BEGIN WORK
WITHOUT REPLICATION does not work.  The records still get
committed to the target.  No exception is thrown.
