ONMODE -C BLOCK ON RSS FAILS TO FULLY BLOCK LEAVING MREPLAY THREAD IN COND WAIT RESUME_APP - NO MORE LOG APPLY UNTIL RESTART

| Problem description: |
During heavy load on a PRIMARY, executing onmode -c block, or
using the API on an associated RSS may fail to fully block
leaving the RSS mreplay thread in "cond wait RESUME_app" and the
onmode command does not return to the command prompt; the RSS
server is then unable to be "unblocked" or "blocked" and no
further replay of the logical logs is performed with the only
recourse being to restart the RSS server.
