QUERY WITH FUNCTIONAL PREDICATE WITH LIKE OPERATOR DOES NOT USE FUNCTIONAL INDEX AT ALL

| Problem description: |
When a Query has Functional predicate with LIKE operator, then
it does not use Functional Index and makes optimizer to choose
bad plan for the query.
And thus causing high CPU utilization and Performance problem. |
