THREAD ON PRIMARY OF HDR PAIR CAN HANG IN CDRLSQN_WAIT WHEN DRINTERVAL 0 AND HDR_TXN_SCOPE NEAR_SYNC

| Problem description: |
When you have a single sqlexec thread executing DML, it is
possible that it can hang for unexpectedly long
durations sleeping forever trying to commit in a stack
like:

The hang can be remedied simply enough through a log buffer
flush by some other session's
DML activity, but when this is the only thread executing DML it
may continue to hang until
either a checkpoint or possibly dbscheduler activity. |
