REPACK & SHRINK IS NOT SUCCESSFUL IF TABLE CONTAINS PARTITION BLOBS WITH LARGE ADDRESSES

| Problem description: |
After running a repack & shrink against a very table which
contains partition blobs, it was observed that that table did
not shrink.
The SQL run against the sysadmin database was ... execute
function task('table repack shrink blobs','tabname','database');
The situation is associated when there are partn blobs stored
with addresses greater than a signed int. |
