IDS AND CSDK INSTALLERS THROW EXCEPTION ON WINDOWS 2019 OR NEWER

| Problem description: |
Both IDS and CSDK product installations fail to install on
Windows 2019 or newer.
For example, when trying to install ids 14.10.xC8 using
ids_install on Windows 2019 or newer
the installation will throw the following exception:
