SET ENVIRONMENT IFX_FOLDVIEW IS NOT SPECIFIC TO A SESSION

| Problem description: |
Consider an instance where IFX_FOLDVIEW has been set to 0 in the
onconfig.
If a user runs the following SQL command to turn on this
feature:
set environment IFX_FOLDVIEW "1";
then the feature is turned on for the whole instance, not just
that user's session.
In essence, it is working just like the onmode command:
$ onmode -wm IFX_FOLDVIEW=1 |
