ONSTAT -G LAQ POTENTIALLY SHOWING GARBAGE LATENCY VALUE

| Problem description: |
The secondary server log apply latency value displayed towards
the end of 'onstat -g laq' can be an arbitrarily high garbage
value if twp-phase-commit distributed transactions are in use.
E.g.:
