ONLY ONE CRYPTO VP IS BEING UTILIZED ON THE RSS NODE WHEN THE VPIS SET MULTIPLE.

With multiple crypto VPs in onconfig as below, on primary node
all the crypto VPs are utilized but on RSS only one VP is
working.
