MISSING OR INVALID OS LOCALE INFORMATION MAY LEAD TO ASSERT FAILURE OR INSTANCE HANG DURING KAIO THREAD START UP.

| Problem description: |
The initialization of a KAIO thread may involve printing
messages to the online log. When the MSG_DATE onconfig parameter
is 1 the date + time part of that message will be formatted
according to the OS locale. If such locale information is not
present then the KAIO thread may raise an Assert Failure and
this may lead to a hang of the instance without any information
being written to the online log file. Using a command such as
"onstat -g act" will show one kaio thread running continuously
on the same VP and this may include other threads in a
continuous run state. Using an OS utility to dump the stack for
the VP will show the stack to be similar to:
